Government’s 5 Key Decisions: EV Ambulances Tax-Free, Sunsari-Siraha Victims Declared Martyrs & Ncell Investigation Report To Be Made Public

Kathmandu, Nepal | August 11, 2026: The government has made public five major decisions taken during Tuesday’s Cabinet meeting.

Government spokesperson and Education Minister Sasmit Pokhrel announced the decisions, which include tax relief for electric emergency vehicles, recognition of four individuals killed during recent protests, diplomatic approval, appointment to the Foreign Employment Board, and disclosure of the Ncell share transaction investigation report.

Key Decisions Taken By The Cabinet

1. Full Tax Waiver For Electric Ambulances And Hearses

The government has decided to provide a complete exemption from:

• Clean Infrastructure Investment Fee

• Value Added Tax (VAT)

for electric-powered ambulances and hearses that are either:

• Imported into Nepal, or

• Produced within Nepal

The decision aims to encourage the use of electric emergency vehicles and promote cleaner transportation.

2. Four Protest Victims Declared Martyrs

The Cabinet has decided to declare four people who died during protests in Sunsari and Siraha as martyrs.

The individuals recognised are:

• Om Prakash Mehta — Sunsari

• Jai Prakash Mehta — Sunsari

• Rabindra Kumar Mehta — Sunsari

• Ganesh Kumar Yadav — Siraha

The decision comes after deaths during demonstrations in the two districts.

3. Approval For Portuguese Consular Office In Kathmandu

The government has approved permission for the Government of Portugal to establish a consular office in Kathmandu.

The move is expected to strengthen Nepal-Portugal diplomatic and citizen service relations.

4. New Executive Director Appointed To Foreign Employment Board

The Cabinet has appointed Nirmal Kumar Upreti from Bara as the Executive Director of the Foreign Employment Board.

The board works on issues related to migrant workers’ welfare, support programs and foreign employment management.

5. Ncell Share Transaction Investigation Report To Be Released

The government has decided to make public the Ncell Share Purchase and Sale Study and Investigation Report 2080.

The report was prepared by a committee led by former Auditor General Tankamani Sharma Dhungel to examine issues related to Ncell’s share transaction.

The decision allows the investigation's findings to be made publicly available.
