Nepal Government Proposes Vehicle Loan Interest Support for Teachers

The Government of Nepal has proposed a new scheme to help school teachers purchase vehicles by covering interest on bank loans. Under the proposal, eligible teachers could purchase vehicles worth up to Rs 50 lakh, depending on their teaching level and professional grade.

The Ministry of Education has forwarded the proposed Education (11th Amendment) Regulations, 2083, to the Ministry of Finance for approval. The proposed rules introduce financial support for teachers purchasing vehicles through banks, with the government taking responsibility for interest payments on eligible financing during their service period.

First Class Secondary Teachers Eligible for Vehicles Worth Rs 50 Lakh

According to the proposed regulations, first class secondary school teachers would be eligible to purchase vehicles costing up to Rs 50 lakh under the scheme.

Similarly, second class secondary school teachers would be allowed to purchase vehicles worth up to Rs 40 lakh.

The proposed limits differ according to the teacher's professional grade, with higher vehicle purchase limits available to teachers holding senior positions in secondary education.

However, these amounts represent the maximum vehicle purchase values allowed under the proposed scheme, not direct cash payments or grants from the government.

Two Wheeler Support for Primary and Lower Secondary Teachers

The proposed regulations also include provisions for teachers working at other educational levels.

Third class secondary school teachers, along with teachers of all grades at the lower secondary and primary levels, would be eligible to purchase two wheelers worth up to Rs 4 lakh.

This provision would allow eligible teachers across different school levels to benefit from the proposed interest support scheme, although the vehicle purchase limits would vary based on their teaching positions.

Government to Cover Interest

One of the key features of the proposed scheme is government support for interest payments on bank financing.

According to the proposed regulations, the government would cover 80 percent of installment interest on financing of the vehicle's total purchase cost.

Teachers would be required to arrange the remaining 20 percent of the installments cost themselves while paying the principle amount.

Interest Support to Continue During Teaching Service

The proposed regulations state that the government would cover the installment interest determined by the concerned bank for as long as the teacher remains in service.

This means eligible teachers could receive interest support throughout their remaining employment period, subject to the scheme's final rules.

The arrangement would involve financing through banks, while the government would take responsibility for the eligible interest payments.

The proposal does not specify what interest support, if any, would be available after a teacher leaves service or retires.

Proposal Sent to Finance Ministry for Approval

The Ministry of Education has submitted the draft Education (11th Amendment) Regulations, 2083, to the Ministry of Finance for its agreement.

The proposed scheme has not yet been confirmed as an implemented government benefit. It must complete the necessary approval process before eligible teachers can begin receiving support under the new provisions.

Further details about the application process, participating banks, eligibility requirements and implementation procedures are expected to depend on the final approved regulations.

If approved, the scheme would introduce a new form of financial support for school teachers in Nepal by reducing the interest costs associated with purchasing eligible vehicles.
