SSP Lalbabu Giri Convicted In Fake Educational Certificate Corruption Case

Nepal Police Technical Senior Superintendent of Police Lalbabu Giri has been convicted by the Special Court in a corruption case involving a fake educational certificate, months after the Commission for the Investigation of Abuse of Authority filed a charge sheet questioning the qualifications he had used during his police career.

A bench of Special Court judges Vasudev Acharya, Hemant Rawal and Umesh Koirala found Giri guilty in the case. The court imposed a fine of Rs 5,000 following his conviction.

Giri had most recently been working as a Technical SSP at the Nepal Police Hospital in Maharajgunj.

Bihar Board Verification Led To Conviction

The case centered on educational credentials Giri claimed to have obtained from the Bihar School Examination Board in India.

According to details reported following the Special Court verdict, verification from the Bihar board found that the roll number submitted in connection with Giri's educational certificate could not be found in its records. The Special Court subsequently convicted him in the fake educational certificate case.

Earlier, when the Commission for the Investigation of Abuse of Authority filed its charge sheet against Giri, it had also raised questions about the authenticity of the certificate after seeking verification from the Bihar School Examination Board.

The CIAA accused Giri of using a fake educational qualification to enter government service and later receive positions and benefits during his career in Nepal Police.

CIAA Filed Case In December 2025

The case against Giri had reached the Special Court in December 2025, when the CIAA filed a charge sheet accusing him of submitting fraudulent educational credentials.

At the time, the anti corruption body alleged that Giri had used the disputed certificate to obtain government positions, promotions, training opportunities and other benefits within the security service.

The CIAA said Giri had claimed to have passed his school level education through the Bihar School Examination Board in India. Verification of the academic record, however, raised questions about whether the qualification he presented was genuine.

The anti corruption body then took the matter to the Special Court, alleging that Giri had benefited professionally from an educational qualification that was not authentic.

Questions Over Credentials Used During Police Career

According to the earlier CIAA case, the disputed educational certificate was linked to Giri's entry and advancement in Nepal Police.

The CIAA alleged that Giri entered Nepal Police in the 1990s using the educational qualification in question and continued to use credentials connected to it as he progressed through his career.

He later obtained a Proficiency Certificate Level qualification in Nursing from Tribhuvan University and a bachelor's degree from Purbanchal University, according to details presented when the case was filed.

The CIAA's allegation was significant because the disputed school level qualification was connected to the academic and professional record that supported his later career.

Over the years, Giri rose through Nepal Police and eventually reached the senior rank of Technical SSP. He was serving at the Nepal Police Hospital in Maharajgunj when the corruption case against him became public.

Case Raises Questions About Verification

The case raises wider questions about how educational certificates are verified when people enter government service and later receive promotions and other professional benefits.

Giri was able to build a long career in Nepal Police and reach the rank of SSP before the authenticity of the educational record became the subject of a corruption investigation and court case.
