Kanti Children’s Hospital Director Dr. Pankaj Ray Removed Over Private Hospital Work Allegation
Dr. Pankaj Ray has been removed as the director of Kanti Children’s Hospital after the ministry concluded that he violated rules against private practice while heading a government hospital.

The Ministry of Health and Food Safety has removed Kanti Children’s Hospital Director Dr. Pankaj Ray from his position following allegations that he worked at a private hospital while serving as the head of a government hospital.
The ministry concluded that Dr. Ray violated government decisions restricting private practice by officials leading public health institutions. The decision to remove him was taken through a ministerial-level decision on Tuesday.
Dr. Ramhari Chapagain Appointed New Director
Following Dr. Ray's removal, the ministry has appointed Dr. Ramhari Chapagain as the new director of Kanti Children’s Hospital.
Dr. Chapagain is an 11th-level pediatric specialist currently working at Kanti Children’s Hospital.
Although Dr. Ray has been removed from the director position, he will continue working at the hospital as a physician since his permanent position remains under Kanti Children’s Hospital.
Allegation Of Working At Private Hospital During Office Hours
The action followed a report that claimed Dr. Ray visited HAMS Hospital for private patient consultations during official government working hours.
After the report surfaced, Health Minister Nisha Mehta had sought a written clarification from Dr. Ray regarding the allegations.
The ministry later concluded that his actions were against the government’s existing policy.
Government Rules Restrict Private Practice By Hospital Chiefs
According to a ministerial decision made on August 24, 2020 (2077 Shrawan 9), executive heads and directors of government hospitals and health institutions are not allowed to conduct private practice.
The decision also states that:
Previous approvals granted for private practice are automatically cancelled.
Government hospital chiefs cannot work in private hospitals while holding leadership positions.
Government doctors cannot use their official government designation while practicing privately.
Ministry Tightens Accountability In Public Health Sector
The ministry’s decision comes as part of efforts to strengthen accountability among officials leading government health institutions.
Authorities have emphasized that doctors holding key government positions must prioritize public healthcare responsibilities and follow institutional regulations.
