Ten Years Later, Why Is Nepal's Key China Border Customs Building Still Not Finished?
Nearly ten years after construction began, the Integrated Customs Building at the Rasuwagadhi Nepal–China border remains only 65% complete despite an original three-year deadline. The government has issued what it says will be the final extension, warning that the contractor could lose the project if construction is not completed within the next six to eight months.
The Government of Nepal is giving Shyamsundar–Rabina JV, the contractor building the Integrated Customs Building at Rasuwagadhi on the Nepal–China border, a final six to eight months to complete the long-delayed project. Construction began in 2016 with a target of finishing within three years, but after repeated delays caused by labour shortages, floods, landslides and construction setbacks, the project is only 65% complete, prompting authorities to warn that the contract will be terminated if work is not finished within the latest deadline.
A Project Meant To Transform Border Trade
The Integrated Customs Building was designed to modernise customs clearance and border management at Rasuwagadhi, one of Nepal's busiest trade gateways with China. The project includes a customs office and separate facilities for security agencies, aiming to improve cargo handling, immigration services and cross-border trade operations.
Years Of Delays Slow Progress
The project was awarded in 2016 for Rs 54 crore and was originally expected to be completed in 2019. However, progress has repeatedly stalled because of frequent floods, landslides, difficult terrain, shortages of construction workers and what officials have described as poor contractor performance. Nearly a decade later, only around two-thirds of the work has been completed.
Government Issues Final Warning
During a recent inspection of the border area, Home Minister Sudan Gurung directed the contractor to deploy more workers and accelerate construction immediately. He also warned that action would be taken against the contractor, technical staff and supervisors if unnecessary delays continue, saying the latest extension would be the last.
Why Rasuwagadhi Matters
Rasuwagadhi is Nepal's main overland trading point with China and plays a vital role in imports, exports and border movement. A fully operational customs complex is expected to reduce congestion, improve customs services, strengthen security coordination and make cross-border trade more efficient for businesses and transport operators.
What Happens Next
The contractor has requested another six to eight months to complete the remaining work. Officials say no further deadline extensions will be granted, meaning failure to finish the project within the new timeframe could result in termination of the contract and further action against those responsible for the prolonged delays.
