The Government of Nepal and Kathmandu Metropolitan City have signed a nine-point agreement with the family of Ganesh Nepali, a 25-year-old man from Mugu who died while receiving treatment after attempting self-immolation outside the Department of Passports in Tripureshwor, Kathmandu.

Ganesh Nepali attempted self-immolation on Thursday in front of the Department of Passports. He sustained severe burn injuries and was admitted to the Burn Unit of Bir Hospital, where he died during treatment on Friday. Following his death, the bereaved family refused to receive his body, demanding justice, support, and a fair investigation into the incident.

After discussions involving the Government of Nepal, Kathmandu Metropolitan City, the Kathmandu District Administration Office, and the victim's family, both sides reached a nine-point agreement aimed at addressing the family's concerns and ensuring a transparent investigation.

According to the agreement, the government will form an independent investigation committee under the coordination of a former judge to determine the facts surrounding the incident. The committee has been directed to submit its report within seven days of its formation.

The agreement also states that the government will consider declaring Ganesh Nepali a martyr in accordance with existing laws, past practices, and the recommendations of the investigation committee. Authorities have also agreed to suspend the concerned Metropolitan Police personnel who were present at the scene on the day of the incident until the investigation is completed.

To support the family, Kathmandu Metropolitan City has committed to providing employment to Ganesh Nepali's wife based on her qualifications and abilities. The metropolis will also ensure the complete cost of higher education for the couple's daughter, while relevant government agencies will coordinate to implement the educational support.

In addition, Kathmandu Metropolitan City has agreed to provide financial relief to the family through a future executive meeting. The metropolis will also bear all expenses related to the funeral and final rites in Kathmandu, while the government will facilitate legal procedures, including the post-mortem examination and the handover of the body.

The agreement further includes provisions to cover travel and accommodation expenses for close family members who have come to Kathmandu and to arrange health insurance for an eligible member of the victim's family through the Ministry of Health and Population.

The agreement was signed by representatives of the Government of Nepal, Kathmandu Metropolitan City, and members of Ganesh Nepali's family and negotiation committee. Following the signing of the agreement, the family agreed to proceed with the legal process and receive the body for the final rites.

The case has drawn nationwide attention, with many calling for accountability, improved public service delivery, and greater support for citizens facing hardship. The investigation committee's findings are expected to determine the circumstances that led to the tragic incident and guide any further legal or administrative action.
